Why it matters
Hearing requests and petitions to intervene are due 10 November 2026. That window is where a routine renewal either stays routine or acquires a contention.
The NRC accepted for docketing an application from Virginia Electric and Power Company, doing business as Dominion Energy Virginia, to renew Early Site Permit ESP-003 for the North Anna site in Louisa County, Virginia. The renewal would extend the expiration by 20 years.
An early site permit settles the site questions, environmental suitability and emergency planning, without naming a reactor. The holder can then reference it in a construction permit or combined license application later.
Renewing one is a low-cost way to keep an option alive. Dominion is not announcing a build; it is keeping North Anna referenceable for another two decades.
The same notice opens the hearing opportunity, which is the window for a petition to intervene.

What to watch
A request for a hearing or petition for leave to intervene must be filed by 10 November 2026. A contention on this renewal would put a licensing board in front of a site that currently has none.
