Why one row is hatched
A buy is attributed to a market segment by its NAICS code, and the map from codes to segments is assigned by hand. It does not cover every code yet, so some open buys cannot be placed. They are counted and drawn, without a color, rather than dropped: leaving them out would quietly shrink the market to the part that has been classified, and make the index rise every time the map grew.
Of the buys ENTEL reads across every federal and operator procurement surface, the number open today and attributable to a market segment a supplier sells into.
Every solicitation ENTEL holds in an open state with a response deadline today or later is matched to a market segment on its NAICS code, using the longest prefix in the segment map. Buys whose code has no mapping are counted and published separately rather than dropped, because dropping them would silently shrink the market to the part we have classified.
First reading on the new definition. Electrical and I&C halved between September and October, from 51 posted that month to 27, while professional services held flat at 34, so the segments are already moving independently of each other. Twenty of the sixty two open buys carry a NAICS code the segment map does not reach yet; extending the map will raise the headline without the market having moved, which is why both numbers are published.

This is the first reading. The series begins here and every later one stays on this page with its own window and portal count, so the figure can be compared against itself.
Scope this week: doe.forecast, fpds, grants.gov, mo.ornl, mo.srns, mo.ucor, pp.energynw, sam.gov.
What would change it
This counts what ENTEL reads, not every buy in the market. The surface list travels with every reading, so a figure that rises because a portal was added can be told apart from one that rises because the buildout is buying. The segment map is hand-assigned and incomplete; unmapped buys are shown, never hidden.
