Design

The AP1000 certified design is being updated to Revision 20, built from what Vogtle 3 and 4 got constructed.

Takes effect
28 December 2026, absent adverse comment

Why it matters

This is a direct final rule, so Revision 20 takes effect 28 December 2026 unless significant adverse comments arrive by 13 November. The default is that it happens.

The NRC is amending its regulations to renew the AP1000 design certification and incorporate Revision 20 of the AP1000 design control document, updating the certified design to match changes made during the licensing, construction and operation of Vogtle Units 3 and 4.

A certified design is what an applicant references instead of re-arguing the reactor from first principles. Renewing it keeps that shortcut available, and incorporating Revision 20 changes what the shortcut contains.

The agency's own phrase is the useful one: Revision 20 represents a current, construction-validated design. The certified document now reflects a plant somebody built.

A direct final rule is the path used when the agency expects no significant adverse comment. It takes effect on its own date unless such comment arrives, in which case the rule is withdrawn and notice of the withdrawal is published.

In the document

  • The final rule is effective December 28, 2026, unless significant adverse comments are received by November 13, 2026. If the direct final rule is withdrawn as a result of such comments, timely notice of the withdrawal will be published in the Federal Register.

What to watch

Effective 28 December 2026 unless significant adverse comments are received by 13 November 2026. Fermi America's four-unit application references the AP1000, so what is in Revision 20 is what that application inherits.
