Why it matters
A construction permit is the authorization to build, so any supplier holding a position on this project can price against a real construction start.
The NRC issued construction permit CPAR-2 to the Tennessee Valley Authority for the Clinch River Nuclear Unit 1 reactor facility on 28 September 2026, and noticed it along with the associated record of decision on 5 October.
The permit issued a week before the notice announcing it, which is ordinary and worth knowing if you are dating the event: 28 September is when TVA got the authorization, 5 October is when the Federal Register said so.
The record of decision issued with it is the document to read for how the agency reasoned. It sets out what the NRC concluded and why, and a later applicant for the same design gets measured against it.
This is a construction permit and not an operating license. Authorization to operate is a separate proceeding still ahead, so the schedule this unlocks is a construction schedule.
