Restarts
The Crane restart's environmental finding names DOE as a cooperating agency on a loan guarantee.

Why it matters
The restart has a financing gate as well as a licensing gate, and both now move on one shared environmental record.
The NRC, as lead agency, and the Department of Energy's Office of Energy Dominance Financing, as a cooperating agency, issued an environmental assessment and finding of no significant impact covering reauthorization of power operations at the Christopher M. Crane Clean Energy Center.
Two federal actions sit inside one environmental document. The NRC is considering an exemption and three license amendments requested by Constellation to support reauthorizing power operations. DOE is deciding on federal financial assistance, a loan guarantee, for refueling and restart.
The environmental finding is not the approval. The exemption and the three amendments are still pending, and this document clears the environmental path rather than granting any of them.
An environmental assessment with a finding of no significant impact is the lighter of the two environmental routes; the heavier one is a full impact statement. Reaching a finding of no significant impact means the agency concluded a full statement was not required.
What to watch
The exemption and the three amendments are separate approvals. Whether they issue together or stagger decides which one gates the work a given supplier is selling.
