Before: Holtec received an NRC operating license transfer for Palisades in August 2025, making it the first US commercial reactor to formally return from active decommissioning. By the July 2026 timeframe, the site had completed major engineering projects, loaded new fuel, and moved to routine maintenance and operational readiness work. Issue 10 reported the site as "weeks from the grid."
Now: As of early August 2026, Palisades has
not announced a specific restart date. CEO Kris Singh has stated the restart will occur before a March 2027 power supply contract begins. The site sits in operational readiness mode with the license transfer complete, but no formal restart authorization has been publicly announced, which is the specific approval standing between the plant and the grid.

EDF Nuward: France Seeks European Partners to Co-Fund Its SMR Subsidiary
Before: EDF has developed Nuward, its SMR subsidiary targeting a 170 MWe pressurized water reactor, as an internal program without external equity partners. EDF faces substantial capital demands from its EPR2 fleet buildout in France and has signaled interest in sharing development costs for next-generation assets. No European utility had publicly committed a stake in Nuward.
