While the US-Iran war put nuclear in the crosshairs at Bushehr, the NRC spent this week rewriting the rules for building it.

In context: Brent crude is at $111/bbl with the Strait of Hormuz under threat and 9.1 million barrels per day of Gulf production shut in. The energy security argument for nuclear has never been louder — and the regulatory pipeline is finally starting to match the momentum. Meanwhile, New Jersey just became the first state to formally lift its nuclear construction moratorium — a sign the political shift is happening at the state level too.

Part 53 Is Law — Advanced Reactor Licensing Just Changed
Before: No clear licensing path for non-LWR designs. Developers filed exemption after exemption and hoped for the best.
Now: The NRC finalized Part 53 — the first new reactor licensing framework since 1956, effective April 29. Technology-neutral. Covers molten salt, gas-cooled, and sodium-cooled designs across their full lifecycle. Projected approval timeline under the new rules: 18 months or less, at half the cost.

Bushehr Has Been Hit Four Times. The IAEA Is Watching.
Before: Nuclear facilities had been a red line in modern conflict — targeted rhetorically, not physically.
Now: Iran's Bushehr nuclear plant has been struck four times in six weeks of the US-Israel-Iran war. IAEA Director General is "deeply concerned." One security guard killed, damage to a side building. The reactor itself is reportedly intact — but each strike tests how close the line actually is.

Rolls-Royce SMR Becomes the First to Clear UK Regulatory Justification
Before: No SMR design had cleared the UK's formal regulatory justification process — the legal gateway required before any reactor can be built in Britain.
Now: The UK Secretary of State approved regulatory justification for the Rolls-Royce SMR in March — the first SMR to clear this hurdle. Wylfa (Anglesey, North Wales) confirmed for 3 initial units, up to 8 total. The 470 MWe design is 90% factory-built. Final investment decision targeted 2029.

NRC Proposes a Fast Lane for Pentagon- and DOE-Cleared Reactors
Before: Reactor designs validated by DOE or DOD had to re-prove safety from scratch to NRC — duplicating years of work.
Now: The NRC proposed the DOE/DOD fast-track rule April 2 allowing developers to map DOE/DOD-validated work directly onto NRC requirements — no rubber stamping, but no starting over either. 12 NRC staffers are already embedded with DOE reactor projects. Public comment closes May 4; public meeting April 14.

€72B expansion — and Europe is paying attention
France confirmed this week that its €72B nuclear buildout will be a "major contributor" to EU electricity production. Six new EPR2 reactors are in planning, with the first now targeted for 2038. For US professionals: France is the largest nuclear workforce on the continent, and its supply chain — engineering, fuel, components — increasingly intersects with US projects. Watch where EDF and Framatome expand next.
